How does honor leveling work?

I get my fair share of honors, but this season and last my friend who gets less honors, got higher honor levels faster and with less honors. Seems rigged.

It's a composite of factors. It's not really based off of how many honors you received. Otherwise only hard carry performances would be the basis and motivation to get a higher honour score, supporting roles wouldn't get the same concentration of honours. So its comprised of chat log behaviour (are you positive or permatilted in chat?), honours received, and honours given.
