So I just rolled one of the new blitz skins from hextech

But it's not available in the store, is this a glitch?

The only reason it's not available in the store is because there's a bug with refunds, so it's not surprising it's still available in crafting when you can't refund from that.
They only disabled the ability to buy it in Store until Patch 7.24 is released, until then the only ways to get either variation (Paragon/Rouge) are Mystery Gifting (Not sure about this one) & Hextech Crafting.
Oh, you can still get them from Chests, Event Orbs, mystery gifts, ect. Just cannot buy them directly until patch 7.24 hits. They still work in-game and everything, but were disabled due to a store refund issue. Even those of us that have them before they disabled them can still use them (I know I do :D)
