ELO and Alternate Accounts (aka Smurfs)

One thing that I have been wondering about after seeing so many alternate accounts on online streamers (and having chats in normal play with gold/plat players who allegedly have "smurf" accounts), do all of these alternate accounts and the positions that they possess in each of the tiers actually create a downward pressure on the ELO system? In other words, do they create a "Tragedy of the Commons" Effect and reduce the likelihood of getting to a higher tier - regardless of whether you meet these smurfs or not?

That is, to put it yet another way, do you think the Riot system of ELO points actually has a limited pool? And if it does, does the occupation of all these higher tiers by champions owned by already higher tier players force more people into Bronze and Silver?

sorta i suppose? tho it would be way to long and difficult to put into words how what you said makes sence. But i get you.. truth of the matter is i guess there are more accounts in league then there are players (and by that i mean there are still bots in this game to this day that level accounts to 30 and people buy those accounts and make them theirs (yes thats also against T.O.S. but it happens)) so yes there is a finite amount of room in the game with a set amount of players then there is for the infinite amount of accounts
