@RIOT; Is Sion's 'e' + minion counting as 2 separate abilities a BUG?

Please make up your mind and tell me, is it a bug or intentional?? Once it works, then it's fixed, then it works again, then it's fixed again, and again it works and now it seems to be fixed!? (This is used for the Electrocute 'e' + 'q' proc)

What are you guys doing? Are you like changing your mind constantly?
