Talon's Passive On Jungle Monsters

I think Talon could be like Nidalee was right after her rework, where he just needs his passive to apply to monsters, and then he'd be good in the jungle.

Riot doesn't want Talon to be a jungler. So I doubt they would ever change his passive to apply to monsters.
