ShieldBreaker item?

What are your thoughts on an Item with an Active or Passive (with a CD) that let you deal 300% (or so) extra damage to Shields alone

Lulu, Morg, Riven, Barrier; A mid-power utility item, not great stats, but being able to periodically SHATTER an enemy's shield and leave them vunerable

just an idea i had

yes. let's create that item, and make all shields useless for any kit on any champion. Hell, delete sterak's. Better yet, why not redo shen's ult.

Your item is more op than tahm kench, which would be perfect against him.
