Why not just do what hots did and give every champ mana with low costs if your going to design Fiora like this.
Back to the point, Fiora is an absolute monster. No melee champ can out trade her in lane, the vitals are way too easy to hit, it's just gross.

Pfft, so tanks can last against her? She's a fucking anti tank dude. It's what she's supposed to do. You wanna know how tanks handle her late game? Team fighting, every tank has a much better team fight than her. Fiora has terrible initiate and she lacks AOE that is crucial in modern league team fights. She's entirely single target, so take multiple people to fight her, she's a duelist, she's supposed to win 1v1 so don't try to 1v1 her.
