Is cdr better than defenses late game on tank supports?

For example more cdr means more thresh hooks/flays or leona stuns or braum Q's or blitz grabs or any move. Is it worth to build cdr items (frozen heart or maxed relic shield) over randuins? Should I stick with going for 40% cdr and any leftover defense or go defense but have 20 + 5(masteries)% cdr?

In my experience, you always want to cap Cooldown Reduction. As you mentioned, more stuns, hooks, grabs, etc.

This isn't true of just Tank supports, 40CDR on supports in general is a very good idea due to more utility per team fight. I've had plenty of teamfights go long enough that you go through multiple rotations as a support.

It's not terribly hard to cap CDR on tank supports and still be very tanky.

item 2045 item 3111 item 3190 item 3065 item 3110 item 3143 is a well balanced build of Armor, MR, and health, making you tanky against anything the enemy throws at you, provide good utility, while allowing for plenty of skill usage. Doesn't even need 5% CDR from masteries/runes.

How can you pass up dead mans plate tho. I just noticed it and 600 hp and 50 armor or so.... builds up speed too. Is it overrated compared to other items somewhow?

Different use cases.

Randuin's provides some damage reduction against critical strikes, hurts attack speed, and provides a pretty good slow.

depends on if your kit often times puts you into the middle of the fight

I wouldn't want to cap 40% cdr and then have 0 defenses on a champ like say, Naut.

Certain champs can kinda get away with it, since they're inherently tanky, like Thresh (souls), Alistar (ult), Leona (W)

Although, even on those I'd still want some form of defense to go along with my cdr.
