It's called a ban.

The other counter is Tristana.

Sad but accurate.

And if blue side bans Lucian, ban Tristana.

Graves is actually a really good pick against him. His passive allows him to trade and he has really good burst. Graves late game does seem a bit subpar compared to Lucian's though.

Hard engage support like Leona really destroy him. Play anything passive and he wins. Quinn late game will always destroy a Lucian late game if you catch him out from his team. EDIT: Draven and Caitlyn do really well against him in lane also.

It depends. There is no real pick that just flat out beats him. He's basically the "stable" ADC you can pick in any situation who will excel since he is so mobile. Corki does moderately okay against him, as he can match him burst for burst. As he builds Tri when he completes it, he should be able to beat lucian in a 1v1. Graves can technically win against him too. At 6 his burst can blow up anyone. Draven should technically be able to win if he fights in an extended trade(axes hurt). This is early levels, though, when Lucian has his spells he might be able to win. These can somewhat "fight" with him.

The other option is to out late game him. This involves Trist, Kog, Twitch. Their late games are just flat out better because they have greater range so they can either deal more damage then him or deal more damage safely. Also caster ADC's fall off later, so they're just flat out better.
