His e can get him behind her. There are enough walls near the river top lane for him to get behind her easily.
He'll miss a lot of cs and xp. Note that since Talon is melee and quinn is ranged, in most cases, until talon gets enough AD for his W to oneshot the waves(almost, usually at ~11). The wave will be pushed into Talon's turret. So, Talon will walk up towards quinn, the horde of enemy minions, and vault over the wall, slowly, since he doesn't have youmuus or any ms boost that early in the game. Quinn will obviously see this. This also puts him at risk for enemy jgler ganks, and he will have no pre-3 escape.
Assume the lane is in the middle; it has just resetted after quinn shoved the wave. This is assuming the quinn has not damaged Talon in any way. Talon will have to walk in Quinn's vision range to slowly E over the wall, into an even more riskier space that's closer to the enemy jgler and Quinn's turret. He will, however, have a good chance to escape via Baron Pit if Quinn's on red side. If Quinn's on blue side, it makes the E over the wall easier to get close to her, but, due to the bugs in his E, Talon will either: land back from where he started(hate when that happens) or, usually, be in turret range. At lvl 2, even one shot will hurt, especially since Talon is squishy. Doing this kind of thing would be extremely gimmicky; you have almost no way to escape. (You aren't diving her at lvl 2, in most cases).
If the wave is pushed in Talon's favor, the Quinn has no idea how to play QUinn.
Also, once he hits 6, his R grants him stealth. Quinn's W DOES NOT REVEAL STEALTH. So she can't E off of him while he's stealthed and he can easily get behind her with that as well.
Talon won't oneshot her through base damages. Assassins need items. Quinn has likely bullied Talon to the point where he's too behind at 6 to kill her. As the game draws out, Quinn will fall off harder than Talon, and Talon will have almost no problems with her.
