She was 'underpowered' for a large number of patches and they felt that she needed a little bump.

The problem with that is that at the same time the champs that were suppressing some of the Jinx picks (Ashe/Jhin/Sivir etc.) were nerfed, and that alone would have more than likely brought Jinx back to the top of the pile.
