Why isn't poppy doing dmg?!

Getting both procs of her Q isn't the easiest thing in the world unless you land a wall stun.

She does a lot of sustained damage and her scalings are mostly bonus AD so you need to build a lot of it to be able to burst people down quickly

The short answer is her new Q sucks compared to the old one in terms of ease of use and she's so much better as a tank.

If you're not building tanky it's probably because you die too fast. Poppy is a sustained damage champ, she does damage by staying in fights for a long time putting out hurt, not by bursting people.

She can get KINDA bursty early on with a sheen or something, but otherwise she's not a freakin' assassin.

You must be doing something wrong. The Poppy players I go against go full tank (normally with a sheen upgrade like IBG) and somehow still kill everyone and survive everything. If there's no real tank buster in the game to counter her, she will carry. She's pretty much a juggernaut after mid game.
