@Riot: Where is Viktors rework?

Dear Riot, I love Viktor as a champion, and am saddened that I cannot find any news about his rework. Would you, or anyone with info please tell me what is happening to my favorite mage, and when I may be able to play him competitively?

The only thing getting reworked is the Passive. RIOT promised to give it in season 4
