Shyvana w nerf

A bit disappointed that the pbe w nerfs ended up making it to live. This nerf that was supposed to be targeted at jungle shyv is going to end up hurting lane shyv more. After lvl 3 she doesnt have any clear problems anyway whereas lane shyv loses a significant chunk of her trading damage.

Easy way to solve her "clearing the jungle too fast" would have been to just lower the % increase to monsters down to 10%.

It is also frustrating that shyv and xin are getting pre nerfed due to devourer yet vlad/rumble and other ap champs who will benefit greatly from the ap item changes are not being touched.
