Why do riven's passive charges not show in a bar divided into sections below her hp?

Riot gave some response last time about the quickly fluctuating nature of her passive but i'm not buying it.

When i play a champ like shyvana everyone can see my passive. If i ever played tryn the enemy could see my fury bar.
When i play rumble the enemy can see my heat.
When i play aatrox the enemy can see the state of my blood well.
When i play any mana or energy based champ the enemy can see the state of my resource WITHOUT HAVING TO CLICK ON ME AND LOOK AT MY BUFFS/DEBUFFS.

Why has such a simple fix not been made?

Because most champions have their threat increase as the bar increases, with the bar only going down when abilities are used. For Riven, when her bar is empty it's extremely likely all her skills are off cooldown, which makes it an extremely ineffective tool to judge her power by (example; akali when she has 0 energy has extremely low threat. Shyvana at 0 rage does not have her ult. Syndra at 0 mana has no skills). Almost all of the time the resource bar is a rough estimation of how strong they are at that time.

This honestly isn't a bad idea. It would make playing against Riven a little more transparent.

Like what Lord said, a Riven with a full bar probably has little/no abilities off cooldown, and a Riven with an unfilled bar is the opposite.

To be fair you'd need one for everyone with similar stacking mechanics: Sona passive, Cait passive, Corki ult (the big one), Kass E, Malz passive, Maokai passive, Yi passive, Nunu passive, Panth passive, Poppy W, TF E, Udyr R, Vayne W, and Voli W. I'm sure I probably missed someone in there.
