An Interesting Way to Buff Mordekaiser using his W.

As we all know, Mordekaiser is in a rough spot right now. He looks like a juggernaut/bruiser but plays like a melee mage caster. His only form of CC is Rylai's item 3116. Not to mention that he is a very slow champion. His lack of speed however is made up in damage. He can easily three hit a squishy with his Q. Of course this is all well and good if he can even reach them. Even with item 3116 he can still be kited quite easily if they know what they are doing. The problem is not the damage or even his tankiness. Most Morde players build rylais, some more ap items, and then go full tank. The main problem is that he lacks any real engage tool necessary to actually help in a team fight. So I was wondering about what in Morde's kit needs some adjustments and I concluded that his W is the main flaw in his kit. It was clearly an ability that was part of the whole "changing the bot lane meta" that Riot was trying to do. Clearly, the only reason why Morde was viable a short time in the bottom lane was because he was OP. But ever since his greatly justified nerfs, his bottom lane presence is a joke. His immobility, melee range, and squishiness made him easy to poke during laning phase. Therefore the only logical way to play Morde was in the solo lanes or even the jungle. But if you do that, his W is basically only good for the occasional healing from minions, which IMO is pretty weak for what it does. Currently his W can only be used on friendly minions or allies, so how about that when cast on an enemy, it slows them and speeds you up (kinda like a chilling smitesummoner 11 ).This will solve the problem of gap closing. Now I hear you saying that there has to be something to compensate for this new ability. First off, lets get rid of the XP boost thing that the W currently has as a passive. This ability is useless in solo lane and would be OP in bot lane. Second, increase the cooldown to 30-50 seconds. This is so that this ability becomes more easy to handle with when being opposed and very rewarding when used to engage the enemy. On the other hand, the heal should be buffed significantly. It should be from 25% of damage to healing to at least 40%. With the long cooldown, you have to make the decision to either engage the enemy or just heal up from minions. If that seems still to OP, then we can significantly increase the health cost required to maybe around 15% of maximum health. Why percents you may ask. Again, this is to make the player choose more wisely when and where to use this ability.

TL;DR Changes to Morde's W: Chilling Smite effect on Enemy Cast, Longer CD, Perhaps Bigger Health Cost, Remove Bonus XP when near ally.
