Why is Shen's Splash Art Different than his In game model?

Quite recently, I have been playing some Shen so I decided to main him. However one thing kinda bugs me. His splash art does not directly match with his in game model. The most noticable difference is that his head is completely covered in the splash art but in game he is only his mouth and the top of his head is covered. Just wondering why that is the case.

What do you mean?

edit

I mean shen look exactly like his in game model, you see both of his eyes in the splash.

It's like they kept his splash and changed his in-game, dunno why

I think that is supposed to be his skin on the splash too(otherwise he'd have a mask behind his other mask),its just that the light makes the skin look pretty dark(his arms are also really dark pale)
