Idea for the Ashe Rework: Make Volley Apply On-Hit Effects
Okay, so the Ashe rework is coming along nicely. It definitely looks way better than the Ashe on live, so kudos Riot. I am of the opinion that this will be a Soraka-style rework rather than a Sona-style one.
That said, I think that you guys can improve it even better, with one simple change: Have Volley proc on-hit effects.
Crazy, I know, but let's take a look at the ability, shall we? It's a volley of arrows with a casting animation, that has a 100% AD ratio and applies both Ashe's on-hit passive and her on-hit gain stacks of Focus. It pretty much already amounts to "Auto attack every enemy in range" except that it doesn't get her % bonus damage to autos if she hits a slowed enemy (which it should, and which this change would allow) and also, think of all the cool builds that could come off of this!
AP Ashe would finally have an AP ratio on W in the form of Nashor's Tooth. Can you imagine Ashe mid coming to a team fight with her Volley, hitting the entire enemy team and slowing them, only to activate Ranger's Focus and pelt down the enemy with her 5 Nashor's procs per auto attack? It's insane!
Or support Ashe! What's better than one slow? A bigger slow! Support Ashe comes to the team fight, launches her W, and not only does the entire enemy team take her passive slow, they also create a bunch of ice fields from her Iceborn Gauntlet, getting them nice and slowed up together for a big Enchanted Crystal Arrow play.
Jungle Ashe would be crazy! Grab Devourer and apply that 5 times with your Q, as well as across the team with your W. Obviously it's got some drawbacks and counterplay (mostly horrible early clears and the fact that Devourer doesn't provide life on hit anymore).
But how would it affect "true" Ashe? The Ashe that builds like an ADC? Well, besides the aforementioned "appropriately applying her damage amp" part, it would also have two major impacts. The first would be that Ashe could really get satisfaction out of building Trinity Force. Getting that huge Spellblade proc across the enemy team, as well as grabbing Rage and Furor from it to let her kite better, would be fantastic.
The other main thing is Stattik Shiv. Stattik Shiv's damage is balanced around the idea that it can critically strike. Ashe cannot critically strike, but her passive will not increase the magic damage Shiv deals either. So, having her apply it in an AOE (just the 100 damage, not the crit) with her W would be awesome! Think about her getting 5 procs of Stattik Shiv off a single well-aimed W. It would create this amazing lightning storm as multiple bolts jumped across the team from multiple sources. Would it be overpowered? I don't think so, but even if it was it'd be flashy as shit.
Come on Riot. You know this is the right course. Make Ashe a beast of on-hit. Make her the new Twitch. If anyone should be building Runaan's Hurricane, it should be the champion that actually has a bow, not Kalista.
