Something needs to be done about the toxicity at lower elo's.
I am currently Silver III and out of my past 10 games 7 of them had a rager, flamer, afk'r, or troll. Why hasn't Riot implemented some sort of user-admin approach? Give good mannered players higher level of report power to actually start banning toxic players.
No one but Rioters should have the "insta-ban" power, but what I suggest is that people who have certain accolades (honorable player, no bans in the past two seasons, etc.) should be granted a very strong report power. A report from one of these players will more-than-likely result in a week ban. How I was thinking something like this could work is that these players would be appointed through good behavior and the people they report would be flagged. Instead of the report going to the tribunal, there could be a Rioter monitoring the flagged reports. If a player starts to abuse his/her newly-appointed power, he/she would be stripped of the position and suffer some sort of punishment (ranked ban, 36 hour ban, chat restriction, something). The other way is true as well, if a user-admin consistently reports deserving players then the potency of the flag is increased, resulting in a high chance of that player seeing punishment.
Better options are probably out there, but something needs to be done. This way, a lot of games would have an overseer to comb out the toxic players amongst the community.
