Why do people say Seraph's Embrace makes you weak early?

Yeah I get it, It costs 720g to buy item 3070, but nobody says anything about how item 3114 costs 600g. Why are Azir, Leblanc, and other champs that buy item 3165 not defined by a "weak early game" like item 3070 users are?

item 1058 is fairly cheap now, and together with item 3070 it builds into an extremely strong item. item 3040 gives 140 AP on just about any mana using champ by itself when fully stacked, closing in at 160 or even 180 with mana items built. It gives more AP than any other item, and with the recent buff to item 3089's passive it synergizes extremely well. And let's not forget that huge shield, mana regen, and extremely high mana pool increase.

When you initially complete item 3003 , it gives you 80 AP + over 20 - 40 extra AP from the passive, which is already on par with every single big-ticket AP item in the game. I just don't get it, how does item 3070 supposedly equate to a weak early game? Honestly I see little reason not to get it on almost any mana using AP champ right now.

It's not just the tear, but after tear you have to wait another 1250 to get a damage item building it up. And then it still takes it time to reach full power.

Because it's 720g you're not spending on stuff like combat stats

Yea, I get that. And there are other items that don't give combat stats, that don't get a bad rep for having a bad early game. item 3114 is one example.

CDR is actually a pretty good combat stat on a lot of champs defined by their ability rotations (mages, assassins, etc)

Because Tear offers nothing, but a pitiful buff to the maximum mana.

On the other had 10% CDR for 600g? The next item that offers CDR costs 820g.

Think about it.

Sure, Seraph's isn't the worst item. It's actually decent, but most champions would need sacrifice early game to get it later. However if you can get NLR on the first back, then why the hell not?
