is the jungle timer a thing because of "scripts"?

i remember when some na lcs team offered an addon that was basically the current jungle timer. so many ppl used it that riot said "fuck it, banning all of the ppl that are literally getting an unfair advantage this way would take too long. we just copy paste the jungle timer in the game for everyone".

imagine if another lcs team would create something like for example an inhib timer. that shows a timer above an inhib when it respawns. tons of ppl would use it and riot MUST patch it in the game for everyone.
