I've played against 
top and trust me when I say it's not a fun experience and it's his Q that is the main issue. It does too much damage and shields him for too much as well. making it hard to trade and fight him not to mention that it's speed makes him even harder to catch. All in all it needs big nerf because it has too much power and too short CD. Add 
and he is nigh unkillable.
Yawn, yes every champion can be outplayed, but you don't always get counter picked and a lot of the good ones get banned especially if someone knows they are playing Viktor. Simply put there is an issue with Vik top, there is too much utility and damage on his q and it has too low a mana cost allowing him to use it like a mega auto attack that shields and speeds him up add ice born and all of sudden only renek works against him and if renek is your only counter your champion is busted.
I personally haven’t played against it yet, but I have a feeling that this build with victor is mainly around abusing the ranged vs melee matchup with somebody who can easily spam poke (victor). Yes ,maybe his q damage might need to be nerfed, but I think that maybe instead we could slightly buff some of the sub-par top champ that are also losing a lot to this build.
