This rune is pretty bad on most champions, and this would at least open up a few more users for it i think.

the only champion i can think of that would want glacial are people like Ezreal Viktor and maybe Swain and in some cases Ekko

I've taken it to great effect when the enemy team is so mobile that I intend to go the legendary righteous glory + randuins start.

It is procd on active items wtf are you talking about? Step one take glacial augment your free frozen mallet. Step 2 buy right glory . step 3 activate right glory and aoe slow the shyt out of people

Glacial is an underrated keystone which has serious potential to get out of hand, it doesn't need any sweeping buffs.

I'd rather see it enhance items that already HAVE a slow.
