While other champion such as Graves Q and Illaoi Q one shot the whole minions waves at lv 5? They shove the lane pretty quick =.=. Either make their Q do less damage to minion or remove the damage reduction to minion from Gragas Q and Poppy Q please it makes no sense.
HaIlMonitor1 votesGragas might be because his base damage is so high and his scaling is alright. With that combo if it is charged he probably would be clearing waves sooner then level 5. could even be level 3 so they put that in. Same thing happens alot vs Jungle camps with %damage.
taleofsonata1 votesThe mana cost on gragas Q is pretty high even if he spam it pre lv 3 he would run out of mana. Unlike Illaoi Q which is very low mana cost and spammable. On the other Hands Graves is an AD champion with Aoe auto attack and a Q that does wayyy too much damage. a Pre lv 3 graves can Q and then auto attack twice would be enough to clear the wave.

and ILLAOI SCALING IS NOT HIGH. you know she has the 2nd highest base AD. you know that right?
HaIlMonitor1 votesThe thing is Gragas as pure tank and can still wave clear well. If they removed that he could one shot waves with a simple Q as full tank where some of the best mages need a couple of items to do that.

Gragas was OP before his barrels were changed to deal reduced damage to minions because he offered tankiness, siege/waveclear, disengage and engage. He was good (and better than a lot of champions) at almost all aspects of the game at almost all points in the game. This caused him to crowd out almost all other picks. Of course, I am exaggerating here, but you get the point.
Illaoi offers limited power to her team. As she can only really get engaged on, if she is behind, she is much weaker than almost any other champion in her position. Riot may have decided that her fallback pattern could be stalling a side wave. This is a good fallback pattern as when she is ahead it isn't too useful - her tools are much much weaker in offensive sieges.
Basically, they are different champions. They need different limitations. Their abilities need to do different things.

What about Grave's and Poppy's strengths, is this an unfinished post?
qetzel1 votesI used the example of Gragas. Poppy is similar - she can still help peel when behind and offers utility with her W. Graves has damage and... more damage. He has a nice bit of utility on his W, but that doesn't provide him with an appropriate fallback. As such, limited waveclear is used.
These are guesses. I don't actually know. They look like good guesses though.
