Riot considers him to be toxic and anti-fun and refuse to touch him until he gets reworked.

Of course stuff like Kalista is allowed to exist.

He was buffed on... three separate occasions last year? Not buffing someone in every single patch doesn't mean they're ignoring them.

He also got the cooldown on his revive significantly reduced at later ranks.

And it doesn't matter if the buffs weren't big enough to satisfy you. Fact is, they've given him attention.
