Give ezreal Q ability to proc spell effects again
the old runeglaive does not exist. the fact is his Q is an ability. it can be blocked by spell shields. give it back its spell effects so we can build ap ezrael just fine

Zerolera1 votesFine let him proc spell effect but then reduce the AP ratio on his Q by 15% to 25% so that he doesn't have a 55% AP ratio ability with Nashor's tooth.
