from the build path replace it with 
remove the ad entirely boost the health up to 500, keep the onhit effect andlet it scale with bonus health. lets say 2~2.5%
3% would probably be too much but still worth considering?

Make it the "I buy this to do damage from my HP" item, not the "I buy this to get a ton of damage and some HP" item
