yeah but what if you would have old veigar in your hands and the same cc packed team ?
your stun competes more to that team since you can aid the initiation or peel yourself off
your better scaling ult also competes more to single target removal ... which is better than sustained damage
since you can stunn better your team can count on you during the chase ... and you are owerall better at locing down
also you can set up your w by your own
old veigar was stronger ... he could function better ... new veiga requires his team to help him while he doesnt realy get to be much stronger in any field than he was
thats why his compensation was called a nerf after all ... veigar lost loads of power and gained little in return
also the power that he lost was core of his viability ... a mage without cc that cant randomly oneshot you early has low chances of getting his ap
in the end even with the double q damage ... old veigar performed better in game ... he had better chances surviving againts assasins ... and he had more opportunities to make his damage shine
also the ult scaling nerf was quite big considering insane amounts of ap veigar gets ... they culled a load of actual damage off it
what you said here isnt that new veigar is better... but that he can still function ... he didnt gain much compared to what he lost
but guess what ... elise can still function ... but she still sucks
