No they haven't. They spend most of the year balancing around Plat level. Only when it's time for big competitions (like Worlds or MSI) do they pay special attention to pro-play. There was a talk from Ghostcrawler at GDC where they explained it.

Also it was broken because you could destroy tanks as well with BC/lw but both have been nerfed as well. We're just surprised to see lethality users half decent, cause they're actually supposed to destroy squishies hard I'm scared about Nasus changes, because I fear the r changes will be broken and Riot will decide to nerf him in an unjustified spot to compensate, like removing attack speed slow or something. Unless the balance team realizes that Maokai is horrendously broken and actually nerfs him, Sivir will be gutted again within the next few patches because deathball comps are making a comeback.

Nah he's not that bad now. He's sitting at 52%, which is lower than Nunu, Sej, J4, jg Maokai, jg Cho, Sion, Rammus, and Skarner. I still see more bad Zacs than good ones in Gold-Plat, so he could be a bigger problem in the highest elos, but he's been toned down a lot.
