2-3 exhausts a game if the mid takes it as well pretty much invalidating your damage .
lets nerf those numbers now shall we? getting my armor and mr reduced from a summoner spell like exhaust sort of makes no sense xD
increase the cd or lower its duration or let qss remove it.

its an "anti interaction" summoner spell.

etc champions because they are somewhat squishy but good dmg.
However the meta is more around champions such as
where the don't really get in fights often in lane, they get poked and walk back and wait till the minions are near their tower or under to cs. If they get a gank which is 90% most junglers first stops of ganks because top players push more often than other role champions the exhaust players will be overextended and flash and most likely exhaust aswell to escape a potential death from the enemy top lane and jungler.
W/ Jungler help early against an exhaust player. Voli - Flip closer to his tower easy kill if not both summs Trundle- Pillar with ult slowed/stunned. Naut - a stun passive, slowing E, gap closer Q once they run just ult to finish it up. Mao - W root their ass, walk 3 feet infront of them Q them backwards, throw a sap near their tower.
They can't exhaust you and the jungler if they overextend for cs or pressure on tower.
If you don't get help from jungler don't fight them and just farm under tower until you get a few items safely by using your TP to get back and fourth to lane as they walk to lane eventually you will be stronger.
and/ or just build tank items where the exhaust is 100% useless unless they want to use it on a tank that does 0 dmg for the most part but just tanks it up and it's eventually a waste.

Better than flash for him has 325 BASE movespeed(slowest in game) 
doesn't need it and it either replaces flash or he loses teleport
If Darius uses 
he's losing flash garunteed because of how he needs teleport for his good splitpush potential and 1v2 potential from Q

slightly favors? Exhaust guarantees u win the 1v1 If both of u are on equal levels and exp. after that they snowball out of control and use exhaust for anybody that can carry and that shuts them down too
