Giving Heca's Q 10% more damage after the first cast made him OP as a duelist

They also nerfed the Q dmg to 5%
They explained it in the original buff patch. They wanted to make his more defensive, sustained-fight buildpath more appealing so people would stop just flying in from the jungle and slamming somebody for 900 damage.
Problem with it is they didn't actually nerf what allowed him to do the latter. So now, that's what they're doing. Cutting his E damage.
Riot just shitting on whatever's good in the jungle right now in any convoluted way they can. They don't touch his Q so he can still cancerize the top lane.
Good because a level 2 hecarim with red should not fucking be able to beat a level 2 reksai
