A Question to RIOT regarding Overcharge

Now I like the new game mode, but I do wonder why some marksmen are left out? Like I can understand why Teemo , Twitch and Quinn are out since they might have been a bit oppressive in it but why are champs like Kindred not allowed? I mean they are marksmen and I don't necessarily think they have qualities that would make them OP or toxic in that game mode. Any particular reason why they are not allowed?

Corki is allowed, Draven is allowed. Maybe you just need to own them?

Wait... ohhh that actually makes sense I did not see that Xayah was in the free rotation and took it solely on which champs didn't appear on the champ select, though that still doesn't explain Kindred since I do own her. I'll edit those two out.
