Does Windspeakers blessing increase the heal from Summoners Heal? If so wouldn't it make more sense for support to take heal and ADC's to be in control of the exhaust?

Exhaust is a much better roaming Summoner spell.

summoner 3 is the best over all choice for a support

unless... you are playing a kill lane and going ham then summoner 14 will help if you are able to get the lvl 2 advantage in lane and go crazy providing more of a kill threat... but summoner 3 dont fall like summoner 14 does as the game goes

I want to say yes, but I have this thought in the back of my head that says Riot made an exception to Summoner Heal when increasing Heal power.

I don't believe it does, but even if it does the cooldown on heal is much too large for windspeaker's to be a convincing argument for switching.

it does increase summoner 7 and got played in an pro-tournament once actually.

but it died down fast simply because it's hard to rely for your support to heal you in an coordinated teamfight and also exhausting primary targets is better done by the support.

On lane it is good, but in teamfights these tactic will backfire on you.

Funny story, for a couple of months in Korea (dont remember exactly could be any time beween s2 and s4) the adc got exhaust and support heal. Because often adcs would split a bit late game and it was a more usefull summoner. Ofc it used to be strong duelers like Vayne in meta.

it does but the cd on the summoner is the issue... but it does increase the shield on item 3190 let alone the shields from other champs like Janna Morgana Karma and you used runic armor makes it strong as well by increasing healing shields and regen on YOU by 8% and then you include items like item 3504 item 3222 item 3401

This is how it was when supports actually did their job... sometime back in season 4 adc's stopped trusting their support.

Then again there was a time where everyone took summoner 3 summoner 14

Then it went to adc summoner 4 summoner 14 support summoner 3 summoner 14

Then adc summoner 4 summoner 14 support summoner 4 summoner 3

now you see adc summoner 7 summoner 4 ... note how flash is in the wrong position :D
