Simple way to make junglers matter.
Or rather, to make the jungle matter. Junglers matter, but only when they're ganking or getting an objective. For the rest of the early to mid game, their presence isn't felt at all. I've always felt that ran contrary to the team mentality of this game. Another game I've started playing, Paragon, brought to mind an easy solution. They do this with harvesters, but a system like that would require some map reworks and that's not necessary.
All you have to do is let neutral monsters yield 25% of their gold to everyone on the team of the champion who last hits them. Suddenly, counterjungling means more than just taking buffs or ganks away from the other team, and farming junglers are viable for more than a single item. It also gives you an interesting decision: Do you want to focus on ganking, or focus on farming? You can do one or the other heavily now, but the issue is that if you choose to farm heavily, you're basically taking yourself out of the early game entirely and then your team goes mad because you're not ganking for them.
Making the jungle a place where an entire team can slowly get ahead thanks to their jungler's efforts would go a long way towards getting me to stop thinking the absolute meta role that is jungler is ridiculous.
These would be the junglers every game if they made that a thing, junglers already have a huge impact, whether the team realizes it or not.
