54 percent seems pretty healthy. If you check WR of champs are actually 50 or better. thats whats considered healthy to riot.

Also funny how you don't say what elo it is in too. In diamond jinx has a 12% pickrate, 52% winrate, and a 1% banrate. Meaning HER STATISTICS ARE NOT EVEN OUT OF LINE. So either you don't know what statistics are or you're just being disingenuous since you hate jinx.
The only thing that makes Jinx overpowered is the free attack speed she gets from....auto attacking. Does any other adc get free stats without any effort? And some say that she can get crowd controled easily and that I true if she does not have a support but if she does, good luck with that!
I think a Rioter already explained this on reddit when there was a post in regards to Riven about 2 months ago. The reason they haven't nerfed her yet is because she isn't a "ban issue". (2% ban rate in Plat+) despite having a 54% win rate. People barely ban her as compared to Yasuo, Zed, Draven. I think that's the reason they're letting it slide (for now)
