That champion has no business being viable. She has literally everything in her kit that is wrong with this game. She was highly regarded as one of the most cancer champs and league history and you revert her because??

The instant waveclear global vision version was even less healthy while simultaneously feeling awful to play. It was like 
mid without the shields or healing with the only saving grace being the aforementioned broken waveclear.
Leblanc players at the time would absolutely have settled for a highly nerfed version of her normal kit than the wait 10 years to do nothing but babysit minion waves iteration.
And that's what this is -- though not as nerfed as it could be, a large part of her damage is now gated behind her tether's second hit.
Ok I agree, leblanc has an unfun kit to play against but that would imply that you even go against her. Might just be me but I haven't seen a leblanc player in weeks.
