Why the fuck is neeko top alowed?

Time to start balancing mages as top laners intended to fight melee, this is fucking stupid. At the very least remove glacial from the game since only ranged champs take it anyway. I'm done playing melee tops until they bring put thjs shit in line. It's not like lacking a frontline matters anyway in 1 shot meta.
