Reduce Conqueror Stacks & Nerf It

Right now, Conqueror isn't so much about playstyle and build as much as it is about a champion's kit. It turns out that almost every AP sucks with it. It takes too long to stack it and they also don't usually have enough sustained damage to benefit a lot from it.

One way to narrow the gap a bit is to just make it stack faster while making it weaker in other ways.
