Why the hell can't re remake if a person connect but D.C instantly in the 3 minute mark?

This is like 12 year old stuff, I had trolls who connect then instantly D.C on PURPOSE or even wait for the 3 minute mark then instantly D.C just to ruin peoples game.

Even with out a troll why the hell if a person connect and INSTANTLY D.C in under 3 minute of the game starting are we not allowed to remake? What kind of stupid logic made you guys think that if he connect at the start of the loading and D.C in just 20 sec into game that the game should be considered fair game?

People might say players can abuse this system by getting a duo to D.C and resetting the game. << If you use this then you are beyond help, they both should be punish then and lose elo while the team mate lose nothing.

To make it simple, If a person connect in the loading screen and then in game D.C instantly or for example 30 sec into the game then even if he doesn't come back at 3 minute mark you still can't remake the game since Riot consider it fair game. When IT'S NOT RITO.
