i dare to say due to the nerfs almost noone will build this item anymore. less ad less attackspeed a weaker statikk/rapidfire passive. but costs 300 more gold.

The effect didn't really scale before and had no synergy with the rest of your item build, especially as crit chance went up.

It can make the whole world of a difference if you try to get away from somebody. Plus, Statikk would have a slow on multiple targets, deal 180 magic damage thanks to the % damage increase AND the ability to still crit. That is NOT negligible.
