Gnar is getting buffed on PBE

Probably to compensate for Frozen Mallet nerf.

Contrary to popular belief, Gnar is actually a bad champion. Yes, he has times that he is strong, but the champion itself in reality is weak.

Basically, they want to shift him away from constantly building tank, and actually give him more of an incentive to build squishy for damage.

Also, they're nerfing his Q slightly and hitting the major cancer component of his item build.
