Does undetectable differences in connectivity affect timing in gameplay?

Some games everything feels easy. Everything hits, everything is smooth. Some games, it seems that no matter what they enemy has your number.

I am wondering if there is a technical reason. As if, if their connection is slightly better than yours to the game, your timing, while perhaps correct in a vacuum, is off and you end up doing poorly.

I'm not talking about noticeable lag. I'm talking about very small differences between 2 opposing champions.

Also, Riot, I am purposely putting this post in Gameplay--I want to see other peoples observations from their GAMEPLAY. Don't delete it again and move it to help and support.

If you mean you feel like you're lagging, everything is reacting slightly slower than usual, it's noticable and affects you but it's still playable (like playing with 80 ping vs 30), then yes.

I experience this at least once every about 10 games, where my ping and fps don't move, fps being anywhere from 27-60 (other programs like skype make it lower, im used to it tho.) and ping being 27-35 at all times (minus obvious server/internet issues, which isn't the point), but the game feels like it's moving slower.

Like, I KNOW I'm not lagging based off fps/ping values, but I FEEL the lag.
