"Cooldown on outranging the ball" refers to the amount of time it takes until you can click your ult, when the ball teleports back to Orianna after she walks out of it's range (it's given a short cooldown to try and prevent accidental ults on yourself). So after the ball comes back to you, from moving out of it's range, you have .75 seconds and not .5 seconds before you can use it.

It essentially gives you more time to think about it, so you're less likely to accidentally ult after the ball is teleported back to you.

from what i understand it means that if you move out of range of the ball you can't ult for X seconds

edit: so that you don't accidently derp ult yourself

When you move out of range of the ball it snaps back onto you. From the moment it snaps back onto you because of this outranging, there is a 0.75 seconds delay before you can cast your ult. It's just so you are less likely to cast ult on yourself when it snaps back onto you by accident. But if you let the ball return to you by walking over it or shielding, there is no delay (or at least no change in delay if there is one).
