Never thought about it, but you are right.
Ignore the fact that it applies Grievous Wounds, which btw stops ALL healing... not just self healing (Patch 6.9 changed this). This saves you buying Executioners against that pesky Swain/Vlad Top/Mid, or just play Katarina or Varus.
No one got extra health.
