What is wrong with ADC items?

Everyone talks about item 3035 , so I'll avoid that one. I've seen people complain about crit, so item 3031 gets thrown around a bit. Personally, I feel, and I could be completely wrong for this, that item 3153 is supposed to be a situational item meant for high health champions, but it's always picked for it's damage, lifesteal, and slow. I don't think anyone complains about item 3046 or item 3087 , as well as item 3006 .

Last Whisper is just...no, why does it even work that way.

The problem with Critical items as they are now can be summed up with this video.

Blade of the Ruined King is basically a health version of the Last Whisper.

SO, if you want me to sum up what's wrong with ADC itemization, it's that the niche items designed for very specific situations like Last Whisper (general tank busting) and Blade of the Ruined King (health based tank busting) are so overturned that their so called niches apply to virtually every champion in the game. All while at the same time, the items that are supposed to be generalized items, namely almost all of the Crit Chance items, have the inherent problem of still being based on an RNG system in a game that has actively tried to remove RNG elements multiple times over in the past.

So let's assume that Riot isn't going to touch crit since that involves a lot of reworking, and I don't know about penetration to discuss Last Whisper; what should happen to Blade?

Blade exists largely to target health stacking opponents. So, why not make it designed to target opponents who stack health?

Buff the Blade of the Ruined King's base stats just barely so that it's not a total money sink if you are fighting against somebody who doesn't stack health at all, and then rework (and buff) its current "Total HP" damages to "Bonus HP".

This creates a strong niche for the Blade of the Ruined King now. It's now subpar as a catchall item you can buy for any situation, but (assuming you reworked the bonus HP damage correctly) it's now very well designed as an item to kill health stacking champions.

(It also fixes the problem of how some Assassins use Blade of the Ruined King. Seriously, most of the time, Assassins are looking for the squishiest members of the opposing team. Why the f- are they buying an anti health stacking item against intentionally squishy targets?!"

  1. Armor penetration of LW is too good.

  2. Crit is too reliant on luck while also being too powerful.

  3. BORK is too hard a counter to stacking health.

You'll notice 1 and 3 compound each other when used against tanks. Mostly the issue people have is they feel damage just outscales tankiness in this game too drastically. These issues bleed over into AD assassins too, which compounds the fact that they are already dominating mid lane by making them stronger late game than they probably should be.
