Zoe's CDs are WAY too low for the amount of dmg that she has.
Something has to get lowered. She should be EXTREMELY punished by missing her E if its going stun someone for 2 seconds at rank 1 and hit someone from many screens away.

Honestly her E cooldown is too low.
A burst mage is known for their high cd, but she is literally a dps mage with her Q .
Her E doesn't stun, it stops when the target takes damage. If it was a stun, then it would be really overpowered.
Uhh 'stun someone for 2 seconds', can pretty much disregard your entire thread considering you dont even seem to understand what her abilities do.
