I hate Deadman 1st item Lee sin

Tankyness, Damage, Mobility. Every single match Lee sin rush Deadmans, this item gives too much mobility to lee sin, its like mobility boots but far better, he is everywhere at the same times and its very very annoying to deal with. This items is to help juggernaut to not get kited but on divers or assassins it is a very obnoxious items. because on top of mobility you have damage and tankyness. Can riot fix this item? soo it can only be build on Tanks and juggernaut?
