Can we nerf Vaynes passive?

Instead of perma +30 ms change it to:

Basic attacks on an enemy champion increase her movement speed by 5%. This effect can stack 4 times. Effects are doubled during Final Hour.

This would force her to actually attack to get the buff, instead of free chasedown of enemies.
