Instead of reading and responding to you neckbeards, i'm just gonna put it here. Are we talking about people who actively refuse to leash or those that space it out, got up to get a drink, etc?

Most junglers can do their buff without a leash and still have a healthy clear. Them not leashing you isnt a reason to troll, go start your other buff if they arent going to

I never actually said it was grounds for trolling (that's never OK), I'm just saying while youre not required to leash your jungler, you actually should anyway. this is especially so for those squishier assassin or ADC junglers.

not leashing them forces them to either burn a pot or smite. or even risk a 1v1 duel if they get invaded (assuming the enemy team is competent enough to see that since no one has lost any health or mana, you went leashless)

I'm not B2 and the OP is right. Not all junglers have great sustain level 1 and not getting a leash can mean needing to smite or needing to use a pot charge which leads into not being able to full clear, or getting invaded and killed by the enemy jungler, or not being able to go gank a lane, or arriving at a lane 10 second later than the enemy jungler doing the same route turning a 2v2 into a 2v1.

What else do you have to do that's so important to not leash while waiting for minions to arrive in your lane???

if you were a GOOD jungler and you know you wont get leashes then you would simply do small cams first then buffs. but you are not a good jungler and is so linear that you think you must do blue camp first every single time. so whatever.
