? Why? They build into two different items. And they take forever to stack and become useful unlike most items you can buy outright and have it effective right away.

If you were talking about making Tear items unpurchasable if you had one, then you should probably clarify this, instead of saying "they did it" when responding to someone saying they should remove his on-hit.
